Regular 2-16 Regular Sizing: Take your smallest EVEN size pant size and size down ONE (ie" size 8/9 wears a 7 and 12/13 wears an 11) for a soft fit waist.
Size down TWO if you don't carry weight in your tummy (ie size 8.9 skip the 7, wear the 5 and 12/13 skip the 11 to wear the 9) for a fitted waist.
